Would a eewp be aceptable to Osha if the company followed say osha's loto plan and used the tables in nfpa for the workers in that company? I found a conflect between osha and nfpa with regards to operating a breaker in a mcc . Nfpa says you need ppe to close breaker and osha dosen't say that you do.
This seems like this kind of policy would not stand up to the powers to be if it was challanged because of a accident.
Does anyone have any comments on this ?

Think of OSHA as the what you have to do and the NFPA 70E ans the how to do it. OSHA does not address much on arc flash becuase the standard has not been revised since 1994 for most of the electrical sections. They are in the process of updating the standards, until then OSHA looks at the 70E as the "indistry standard" and enforces the 70E through OSHA's general duty clause.

And yes, you need PPE to close a breaker, what PPE depends of what type of breaker, follow the tables and make sure the tables can be used at your facility (Check the notes in the tables for limitations and when you can use them)
