If a system meets all conditions listed in 130.3 Exception No. 1, an arc flash hazard analysis is not required. In this case, does the arc flash boundary move to the 4ft default boundary? Or is there no arc flash boundary? Are the task tables no longer in the picture? A simple statement after this exception would help with the confusion... "FR apparel may still be required" or "FR apparel is not required"

My impression is that PPE is required for any voltage greater that 50 vac/vdc regardless. At our Company that is the standard...8 cal/cm² along with rubber gloves/leather protectors for "live" work over 50 volts.
