Post subject:  is arc flash catagory reduced?

When a mcc bucket is locked out does this affect the flash catagory rating? example a bucket rated a cat 3 is locked out do you still need cat 3 ppe to open the bucket to view the unit?

No it is not, the hazard exists from what is upstream of the MCC so locking it out changes nothing in that cell.

Arc Flash is about working on or near live parts. The only problem with a locked Mcc bucket is that it is only deenergized on the load side of the breaker or fuse switch - the line side is still energized. If the designed incorporated some type of shield or guard that prevented touching live parts then I think you could make a case for it being outside of AF requirements.
