An Informational Note No. 2 was added to 130.7(A) in the 2012 version.

Does this mean no PPE required for operating a breaker or switch with the doors closed?

It sounds like they are softening their position. This makes sense since equipment is designed to operate without blowing up. Yet after all the discussions here, I am now second guessing if I would operate a switchgear breaker without PPE.
