That's exactly what I was doing when I had my only first hand arc flash experience 30 some years ago. I managed to touch two phase buses with the tip of my screwdriver. I was lucky. It must have been a low IE. Melted the end of the screw driver, burned my knuckles and caused temporary blindness. I also had to have cataracts removed from both eyes at a relatively young age (possibly because of the flash).
I kept that screwdriver in my tool bag during the years that I was working in the field as a "don't be an idiot again" reminder. I used to show it to apprentices as a caution warning. That was the extent of arc flash hazard training back in those days.
