Transformer Rated Meters

That is correct. The meter would be rated at 120 volts and 5 amps regardless of the circuit voltage. The pt's would be most likely 750 va or less and high impedance with only the pt secondary connected to the meter.

As opposed to a self contained type that could be directly connected to a 1500 kVA 480 volt transformer secondary....(600 volt meter). I did not support these types of meters when they were first being installed. Do not like the idea of full secondary energy being beought into a set of test switches in a meter can where there is no room for error.

We picked 4 cal to at least get the meter folks into something FR and because it is also proposed in the 2012 NESC.

Don't know that there is any right or wrong answer to all of these issues at this point, except unless they have no PPE at all.
